Job Summary:


We are seeking a detail-oriented and strategic Project Manager to lead the end-to-end planning, execution, and delivery of complex projects. The successful candidate will oversee the full project lifecycle—from strategy development through procurement, implementation, performance monitoring, and project closure. This role requires a highly organized individual with strong coordination, stakeholder engagement, and reporting capabilities.


Roles and Responsibilities:


1. Implementation Strategy & Governance

  • Develop and secure approval for comprehensive implementation strategies.
  • Create implementation roadmaps and establish program governance structures.
  • Review and recommend updates to policy frameworks as needed.
  • Identify required functional and technical features of the project.

2. Project Preparation

  • Draft technical requirements and structure the overall project framework.
  • Define technical standards and operational guidelines.
  • Coordinate closely with internal and external stakeholders.
  • Promote the project through various channels and conduct market sounding.

3. Tendering & Procurement

  • Prepare bid documents in alignment with project objectives and procurement rules.
  • Support the approval process at institutional levels.
  • Assist in conducting pre-bid conferences and support bid evaluations and negotiations.
  • Manage bid process documentation including:
  • Notes from bid conferences
  • Bid evaluation reports
  • Procurement reports

4. Monitoring, Reporting & Evaluation

  • Submit Consolidated Quarterly Progress Reports throughout the project lifecycle.
  • Provide Quarterly Budget Reports during the implementation phase.
  • Deliver Quarterly Performance Reports during the registration phase.
  • Prepare a Technical Solution Pilot Test Report.
  • Draft and submit a comprehensive Project Close-Out Report upon completion.

5. Project Launch

  • Develop and present a Project Launch Planning Report outlining key activities, milestones, and stakeholder responsibilities.


Certifications: (If any)

  • GCP if any
  • Tools: JIRA (Agile), Bitbucket (Code Repository), JFROG (Artifactory),
  • Development Methodology: Waterfall, Agile
  • Expertise: Program / Project Management, Scrum Master
  • Technology: Cloud, Kubernetes


Qualifications:

  • Bachelor’s degree in Project Management, Engineering, Business Administration, or related field (Master’s degree is a plus).
  • At least 5 years of project management experience in large-scale or government-affiliated projects.
  • Strong understanding of tendering and procurement processes.
  • Proven ability to manage multiple stakeholders and cross-functional teams.
  • Excellent written and verbal communication skills.
  • PMP, PRINCE2, or equivalent certification is preferred.
